The Madras High Court has ordered a comprehensive investigation by the Central Bureau of Investigation (CBI) into an alleged scam that purportedly caused a loss of Rs 397 crore to the Tamil Nadu state exchequer. This inquiry is tied to irregularities in the procurement of transformers during the tenure of V Senthil Balaji, who served as the Minister for Electricity in Tamil Nadu from 2021 to 2023.
The decision was made by a First Division Bench comprising Chief Justice Sushrut Arvind Dharmadhikari and Justice G Arul Murugan while hearing a writ petition submitted by the non-governmental organization (NGO) Arappor Iyakkam, along with members from various political parties. The NGO had initially approached the Directorate of Vigilance and Anti-Corruption on July 6, 2023, seeking action on its complaint, which ultimately led to the High Court’s involvement.
In their ruling, the bench mandated that the state’s anti-corruption agency must transfer all relevant documents and evidence related to the case to the CBI within two weeks. The court has instructed the CBI to initiate a fresh investigation into the allegations surrounding the procurement process of distribution transformers.
According to reports, the Tamil Nadu Generation and Distribution Corporation (TANGEDCO) engages in the procurement of distribution transformers through a competitive bidding process, tailored to accommodate various load-capacity requirements. Arappor Iyakkam conducted an analysis of ten tenders released between 2021 and 2023, concerning the procurement of approximately 458,000 distribution transformers valued at Rs 1,182 crore. The organization claims that significant irregularities were present in these tenders, suggesting potential misuse of funds and corruption.
The implications of this ruling are significant given the backdrop of increasing scrutiny on government procurement practices in India, especially in light of previous corruption scandals. The case highlights ongoing concerns regarding transparency and accountability within the state’s administrative processes.
