Kolkata, June 25, 2026: The Government of India has clarified that an Indian passport should not be considered conclusive proof of citizenship, emphasizing that a passport is primarily a travel document issued for international travel and identification purposes.
The clarification comes amid growing public discussion regarding the legal status of passports and their role in establishing citizenship. Government officials stated that this position is not a new policy decision but has been part of India’s legal framework for decades.
According to the clarification, while passports are issued after extensive verification procedures, the document itself is intended to facilitate international travel and verify nationality abroad. Citizenship, however, is determined under the provisions of the Citizenship Act and related legal processes.
Officials further explained that possession of a passport alone does not automatically establish citizenship status in every legal context. Questions relating to citizenship may require examination of additional records and supporting documentation as prescribed by law.
The statement has sparked nationwide debate, with legal experts and political leaders discussing what constitutes valid evidence of Indian citizenship. The government has reiterated that the clarification merely restates an existing legal position and does not introduce any change in the rights or status of passport holders.
The Ministry concerned urged citizens not to misinterpret the clarification, stressing that Indian passports remain valid and essential documents for international travel and identity verification.
