Ladakh to Welcome Five New Districts Amid Ongoing Statehood Demands

The Union Territory of Ladakh is set to undergo significant administrative changes as Lieutenant Governor VK Saxena announced the creation of five new districts on Monday. Currently, the region comprises only two districts, namely Leh and Kargil. The newly formed districts will be Nubra, Sham, Changthang, Zanskar, and Drass, a move Saxena described as a fulfillment of the long-standing aspirations of the local population.

This decision follows the approval from the Ministry of Home Affairs, which was granted in August 2024, and aligns with the broader vision of fostering a developed and prosperous Ladakh. Saxena emphasized on social media that this restructuring aims to better serve the needs of the residents and enhance governance in the region.

The announcement comes at a time when there have been persistent calls for statehood among the Ladakhi people. Since the abrogation of Article 370 in August 2019 by the Bharatiya Janata Party-led Union government, which resulted in the bifurcation of the erstwhile state of Jammu and Kashmir into two Union Territories, the lack of a legislative assembly in Ladakh has raised concerns among its inhabitants. They fear that without proper governance structures, their land, natural resources, and cultural identity may be at risk.

By 2022, the residents of Ladakh had articulated four key demands: the granting of statehood, constitutional protections under the Sixth Schedule of the Constitution, individual Lok Sabha seats for both Leh and Kargil districts, and the establishment of a dedicated recruitment process along with a separate Public Service Commission for the region. These demands reflect the community’s desire for greater autonomy and self-governance, underscoring their apprehensions about the preservation of their unique cultural and ecological landscape.

As the government moves forward with the creation of these new districts, it remains to be seen how this administrative change will impact the ongoing discussions surrounding statehood and governance in Ladakh. The new districts have the potential to enhance local administration and bring governance closer to the people, but they also raise questions about the future of the region amidst its long-standing demands for greater political representation and autonomy.
