Centre Urges Himalayan States to Enhance Preparedness for Glacial Lake Outbursts and Avalanches

The Ministry of Home Affairs has called upon the states and Union Territories in the Himalayan region to bolster their preparedness against the threats posed by glacial lake outburst floods and snow avalanches. This directive comes in the wake of alarming incidents that have underscored the dangers of climate-induced disasters, especially in the context of rapidly melting glaciers.

A glacial lake outburst flood occurs when a natural dam formed by glacial ice or debris collapses, leading to a sudden and potentially devastating release of water. These lakes can be found in various locations relative to glaciers, including adjacent, beneath, or even on the surface. The recent catastrophic flash floods along the Nepal-China border on August 26, which resulted in over 1,300 fatalities and left more than 5,000 individuals missing, have heightened the urgency for proactive measures across the region.

In a recent meeting led by Union Home Secretary Govind Mohan, chief secretaries and disaster management officials from states including Uttarakhand, Himachal Pradesh, Sikkim, Arunachal Pradesh, and Jammu and Kashmir convened to discuss this pressing issue. The agenda focused on assessing the risk of glacial lake outbursts in the Himalayas, with particular emphasis on the establishment of early warning systems and the monitoring of vulnerable glacial lakes and snow-covered terrains. Identifying high-risk areas and potential flow paths for water release was also a key component of the discussions.

During the meeting, officials emphasized the importance of not only responding to natural disasters but also engaging in proactive planning to reduce risks and enhance community preparedness. The Home Secretary stressed the need for continuous education and training for local populations to ensure they are equipped to handle emergencies effectively. This comprehensive approach aims to establish a more robust response framework that can mitigate the impacts of such disasters on local communities and infrastructure.

The Ministry’s initiative reflects a growing recognition of the role that climate change plays in exacerbating natural disasters in the Himalayan region.
