Dramatic Decline in Rural Employment as New Job Guarantee Scheme Takes Effect

The implementation of the Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission Gramin Act (VB-G RAM G), which replaced the long-standing Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGA), has witnessed a staggering reduction in rural employment in its inaugural month. According to a report by The Indian Express, July saw a reduction of nearly 50% in job generation compared to the same month last year.

Only 7.6 crore person-days of work were recorded under the VB-G RAM G in July, a significant drop from the 15.3 crore person-days generated during the same period in 2022 under MGNREGA. The term ‘person-day’ represents the labor contributed by one individual in a single working day, indicating a substantial contraction in employment opportunities in rural areas.

Furthermore, the number of households benefiting from this new employment scheme has plummeted by 51.4%, with only 68.9 lakh households engaged in work during July, in stark contrast to the 1.4 crore households that participated in the previous scheme last year. This shift has raised concerns among rural communities and advocates who fear that the new scheme may not provide adequate support to those who rely heavily on such initiatives.

July’s figures mark the lowest levels of engagement in the rural employment program in five years, highlighting a potentially troubling trend. The VB-G RAM G was introduced on July 1, aiming to enhance the rural employment landscape by guaranteeing 125 days of wage employment annually, a step up from the 100 days previously offered under MGNREGA. However, the new legislation also permits states to suspend employment guarantees for up to 60 days, a provision that has raised eyebrows regarding its implications for job security.

As the government seeks to address these concerns, experts are urging a reassessment of the new scheme’s implementation strategies to ensure that it meets the needs of rural populations effectively. The decline in job generation could have lasting effects on rural livelihoods, particularly in the context of the ongoing economic challenges faced by many families. Stakeholders are now awaiting the government’s response to these alarming statistics and its plans to bolster employment in the rural sector moving forward.
