Government Unveils New Anti-Paper Leak Legislation Amid Nationwide Outcry

The Union government has taken a significant step in response to widespread protests across the country by introducing a bill aimed at amending current laws related to examination malpractices. On Monday, the 2026 Public Examinations Prevention of Unfair Means Amendment Bill was presented in the Lok Sabha by Union Minister Jitendra Singh. This move comes after demonstrators expressed their grievances concerning alleged irregularities in competitive examinations and the heavy-handed tactics employed by police during recent protests in Delhi.

Opposition lawmakers voiced their dissent in the House, condemning the police’s excessive use of force on July 20 against students advocating for their rights. As tensions escalated, the Lok Sabha was adjourned until later in the day, reflecting the charged atmosphere surrounding the issue.

The newly proposed legislation is aimed squarely at curbing fraudulent practices during public examinations, with severe penalties for those found guilty. If passed, the bill would introduce prison sentences ranging from five to ten years for individuals caught employing unfair means. It also seeks to significantly increase the financial repercussions, raising the maximum fine for such infractions from Rs 10 lakh to Rs 50 lakh. In cases where examination malpractice is organized, offenders could face a minimum of seven years in prison and fines as high as Rs 10 crore.

The bill outlines a total of 15 distinct offenses, which include leaking exam papers, tampering with optical mark recognition (OMR) sheets, and creating fraudulent websites or admit cards. OMR technology is commonly used in exams to evaluate candidate responses by detecting filled bubbles on answer sheets, making its integrity crucial for fair assessment.

One of the bill’s noteworthy provisions is the establishment of a Special Task Force by the Union government, tasked with investigating these offenses. This initiative underscores the government’s commitment to tackling the rising concerns over examination integrity, which have been a source of frustration for students and parents alike.
