West Bengal Government Establishes Holding Centres for Undocumented Migrants and Released Foreign Prisoners

The West Bengal government, under the leadership of the Bharatiya Janata Party (BJP), has announced the establishment of ‘holding centres’ across the state. This initiative targets undocumented immigrants and foreign prisoners who have recently been released, pending their deportation or repatriation. The directive was issued by the Secretary of the Home and Hill Affairs Department to various senior officials, including district magistrates and the Director General of Police.

According to reports from ANI, the move aligns with guidelines set forth by the Union Home Ministry regarding the deportation process for Bangladeshi nationals and Rohingya individuals allegedly residing in India without proper documentation. In a formal communication sent to all district magistrates, the Home and Hill Affairs Department urged the immediate establishment of these centres to manage the apprehended foreign nationals and those released from prison.

The letter outlining the directive emphasizes the urgency of this initiative, stating, “In this connection, it is requested to take initiative/appropriate action for setting up of Holding Centres in the district for apprehended foreigners as well as for the released foreign prisoners awaiting deportation/repatriation.” This move is part of a broader strategy outlined by Chief Minister Suvendu Adhikari, who had previously proclaimed a ‘detect, delete, and deport’ approach to tackle the issue of illegal immigration in the state.

The decision has sparked a mix of reactions within the state. Advocates for human rights and refugee support have expressed concerns over the potential human rights implications of such holding centres, fearing that they may further marginalize already vulnerable communities.
