West Bengal Assembly Approves Bill to Facilitate Staff Transfers Between State Universities

The West Bengal Assembly has successfully passed a controversial bill that empowers the state government to transfer teaching and non-teaching personnel between state-run universities. This legislative move, which has drawn opposition from various academic circles, aims to address administrative dynamics within the educational framework of the state.

During a one-day special session, Higher Education Minister Jagannath Chattopadhyay introduced the 2026 West Bengal Universities and Colleges Administration and Regulation Amendment Bill. The amendment specifically incorporates a new Section 14A into the existing Act. This provision permits the state chancellor, in collaboration with the government, to facilitate the transfer of university employees “for administrative reasons” defined under any law enacted by the state legislature.

However, the bill has sparked significant concern among teachers’ associations and educational experts. Many have voiced fears that it could be weaponized against faculty members who are critical of the government. Chief Minister Suvendu Adhikari, while defending the bill, emphasized its necessity for maintaining order within institutions, particularly criticizing educators at Jadavpur University for allegedly influencing students with biased perspectives. His comments have raised alarms about the potential misuse of this power against dissenting voices within academia.

Adhikari’s remarks, particularly his reference to “brainwashing” incidents, have led to accusations that the government is attempting to stifle academic freedom. The Chief Minister asserted that his administration remains unfazed by claims of “misuse of power” from opposition quarters, indicating a firm stance on the need for reformulated educational governance.

This legislative development arrives amid a broader discussion on the autonomy of educational institutions in India and the balance between state oversight and academic independence. Critics are concerned that such measures could erode institutional integrity and generate an atmosphere of fear among educators, thereby impacting the overall educational landscape in West Bengal.
