Controversy Erupts as Bar Council Reverses Decision on NALSAR Student Enrolment

The Bar Council of India (BCI) made headlines recently when it issued a directive to state bar councils to postpone the enrolment of students from the National Academy of Legal Studies and Research (NALSAR) graduating in 2026. This unusual decision was influenced by a campaign led by students opposing the participation of Chief Justice Surya Kant at NALSAR’s upcoming convocation. However, within hours, the BCI withdrew this directive, although it announced that an inquiry into the campaign’s organizers would continue.

The controversy originated from a political group named the Cockroach Janta Party (CJP), which characterized the BCI’s order as “grossly disproportionate.” In response to the directive, the CJP warned of potential protests from law students and advocates if the order was not rescinded. Abhijeet Dipke, the founder of the CJP, provocatively stated, “What if all legal cockroaches come together?” highlighting the unity among dissenting voices within the legal community.

Saurav Das, a spokesperson for the CJP, emphasized that students should not face collective punishment for voicing dissent regarding a ceremonial invitation. He further urged the BCI to reconsider its stance, threatening organized demonstrations outside the Bar Council’s office and the residence of its Chairman, Manan Kumar Mishra. This protest would involve not just law students but also senior lawyers and “well-meaning young cockroaches,” as he put it, who stood in solidarity with the dissenters.

The backdrop to this incident is NALSAR’s decision to invite Chief Justice Surya Kant for the convocation, despite student concerns regarding the Chief Justice’s previous handling of a petition related to allegations of excessive police force against protesters in Delhi. The students had urged the university to reconsider the invitation, citing this contentious context. However, the university decided to proceed with the invitation, igniting further discontent among students.

This incident reflects a broader struggle within India’s legal education landscape, where students are increasingly vocal about issues they feel deeply about.
