Mumbai Police Detain Former TISS Student for Alleged Support of Controversial Activists

Mumbai police have taken into custody a former student of the Tata Institute of Social Sciences (TISS) following allegations that he shouted slogans in support of incarcerated activists Umar Khalid and Sharjeel Imam. The arrest of Abhirup Paul occurred just hours after he and a fellow student were denied anticipatory bail by a local court.

The police’s actions are based on claims that Paul possessed downloaded literature and materials that purportedly exhibit Maoist ideological principles. This has raised concerns among various student and civil rights groups about the implications of such arrests on academic freedom and expression in India.

Umar Khalid and Sharjeel Imam have been behind bars for over five years under the Unlawful Activities (Prevention) Act (UAPA). They are accused of orchestrating a conspiracy linked to the riots that erupted in Delhi in February 2020, which led to significant loss of life and property. Despite the serious nature of their charges, the trial has yet to commence, and their requests for regular bail have consistently been denied, creating a climate of uncertainty surrounding their legal battles.

In a related development, seven students were recently granted anticipatory bail after they participated in an event in October that honored the legacy of former Delhi University professor GN Saibaba, who passed away under controversial circumstances. Saibaba, who was wheelchair-bound due to severe disabilities, faced accusations of having ties with Maoist groups and spent more than seven years in prison before being acquitted by the Bombay High Court in March 2024.

The arrest of Abhirup Paul has ignited discussions about the limits of free speech and the potential for governmental overreach in silencing dissent. As India grapples with its socio-political challenges, the tension between state security and individual liberties remains a contentious issue. The next hearing for Paul, who appeared before a magistrate’s court on Saturday, is scheduled for Monday as the police seek a 10-day custody for further investigation.
