The Rajasthan Anti-Corruption Bureau (ACB) has taken into custody Mahesh Joshi, a former minister and senior Congress leader, in connection with an investigation into the alleged embezzlement of funds designated for the Union government’s Jal Jeevan Mission, a scheme aimed at ensuring safe drinking water for all. Joshi was apprehended from his residence in Jaipur early on Thursday, as reported by PTI.
Mahesh Joshi served as the minister for public health engineering during the tenure of the Ashok Gehlot-led government, which was ousted in December 2023. The case against him and 21 others was initiated last November when the ACB accused them of colluding with officials and contractors to misappropriate funds while implementing the Jal Jeevan Mission in Rajasthan.
This isn’t Joshi’s first brush with the law; he was previously arrested by the Enforcement Directorate in April 2022 and spent seven months in custody before being granted bail by the Supreme Court in December. The current allegations suggest intricate fraudulent activities where the owner of a contractor firm submitted falsified completion certificates. These documents, along with a letter of award from a public sector entity, Indian Railway Construction International Limited, were allegedly used to secure contracts under the Jal Jeevan Mission.
The ACB has claimed that these illicit activities took place with the knowledge and assistance of officials from the public health engineering department. An additional chief engineer reportedly sought to validate the authenticity of the completion certificates submitted by the contractor, leading to further scrutiny of the entire operation.
The Jal Jeevan Mission, launched to provide adequate and safe drinking water to citizens, has been a cornerstone of the Indian government’s rural development strategy. However, the reported corruption undermines its objectives and raises questions about the accountability of those managing such essential public services. As the investigation unfolds, more details are expected to emerge, and the implications for Rajasthan’s political landscape could be significant.
