The Indian Union government has announced that the Viksit Bharat-Guarantee for Rozgar and Ajeevika Mission Gramin Act (VB-G Ram G Act) will officially come into effect on July 1. This marks the end of the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), which has been a cornerstone of rural employment since its inception in 2005. The Ministry of Rural Development issued two gazette notifications confirming this transition, assuring that it will be smooth and will not disrupt the livelihoods of rural workers.
According to a press release from the Ministry, all ongoing projects under MGNREGA as of June 30 will be maintained and carried over into the new legislative framework. This is intended to ensure continuity and consistency with the provisions outlined in the VB-G Ram G Act. Furthermore, existing e-KYC verified job cards from MGNREGA will remain valid until workers receive their new Gramin Rozgar Guarantee Cards, allowing for a seamless transition without any employment disruptions.
In a bid to further facilitate this transition, the Ministry stated that workers who do not yet possess job cards will still have the opportunity to register at the gram panchayat level. This provision aims to ensure that no worker will be denied employment due to pending e-KYC verification, with state governments tasked with providing the necessary support to complete this process at the ground level.
The VB-G Ram G Act received presidential approval on December 21, following its passage in Parliament amidst significant opposition protests. The new legislation promises to innovate and adapt the framework of rural employment, reflecting changes in the economic landscape and the needs of rural communities across India.
MGNREGA, which was established by the Congress-led United Progressive Alliance, guaranteed 100 days of unskilled work for rural households. The impending repeal of this act and the introduction of the VB-G Ram G Act signal a significant shift in the government’s approach to rural employment and poverty alleviation. Advocates of the new Act believe it will enhance job security and improve the economic conditions for rural populations in a more sustainable manner.
