Assam Halts Aadhaar Issuance for Adults to Combat Fraudulent Enrolments

The Assam government has taken a decisive step to curb the potential misuse of Aadhaar by suspending the issuance of new Aadhaar cards for adults. Chief Minister Himanta Biswa Sarma announced this policy change on Saturday, citing concerns over fraudulent enrolments linked to undocumented immigrants.

At a press conference, Sarma revealed that Aadhaar enrolment in the state has reached saturation levels, exceeding the targets set in various districts. He pointed out that some areas have reported enrolment rates as high as 114% to 115%, raising suspicions about the identities of those receiving Aadhaar cards. “There are concerns that even after reaching full saturation, some individuals may be acquiring these cards illegitimately. Our objective is to ensure that no illegal immigrants are benefiting from the Aadhaar system,” Sarma stated.

The Aadhaar card, a 12-digit unique identification number issued by the Unique Identification Authority of India (UIDAI), serves as a crucial identity document for residents across India. However, in Assam, the decision to halt Aadhaar issuance for adults comes amidst ongoing debates about illegal immigration and its implications for the local population. The state has been grappling with issues surrounding undocumented immigrants for years, which has influenced this policy decision.

Under the new directives from the Assam Cabinet, individuals over the age of 18 will not be eligible for Aadhaar cards. However, the issuance will continue for minors, ensuring that children can still receive this essential identification document. Notably, the decision will not be immediately enforced for members of the Scheduled Tribes and the tea garden community, who will have until March 31 to complete their enrolments.

In cases where a legitimate adult resident seeks an Aadhaar card, a special provision has been established. The deputy commissioner will be required to submit a proposal, which must then be approved by the state government. This measure aims to strike a balance between preventing fraud and accommodating genuine citizens who require an Aadhaar card.

This decision follows earlier announcements made by the Assam government regarding the suspension of Aadhaar issuance to adults. As the state navigates the complexities surrounding identity verification and immigration, the government remains focused on tightening measures to safeguard its citizens from potential exploitation.
