A group of six lawmakers from the United States, including prominent figures such as Pramila Jayapal and Ilhan Omar, has urged Secretary of State Marco Rubio to bring attention to reported instances of police brutality during protests in India. The protests have been aimed at demanding the resignation of Chief Election Commissioner Gyanesh Kumar and the halt of the special intensive revision of electoral rolls. Rubio is scheduled to visit Mumbai and Jamnagar from October 19 to October 22, 2023.
In a significant diplomatic engagement, Indian External Affairs Minister S. Jaishankar is expected to meet with Secretary Rubio in Mumbai on October 20. The timing of this meeting comes as U.S. lawmakers emphasize the necessity for both nations, as the world’s largest democracies, to uphold and protect human rights. Jayapal, an Indian-American congresswoman, shared her concerns on social media, emphasizing mutual obligations to safeguard civil liberties.
The letter addressed to Rubio, which was sent on Friday, highlights alarming trends of excessive force, wrongful detentions, and repression by authorities in India, particularly during the ongoing protests that began on October 2. Demonstrators have voiced their dissatisfaction with the Election Commission’s processes, especially regarding the electoral roll revisions. These protests have erupted in various cities, including the national capital.
One particularly notable incident occurred on October 10, when approximately 7,000 protesters were detained in Delhi, with numerous reports alleging that they were subjected to violence. The Democratic Party lawmakers, in their correspondence, expressed deep concern over what they described as a systematic pattern of oppression against peaceful demonstrators in India. Their statements highlight that the situation warrants urgent attention as it might indicate deeper issues within the country’s democratic processes.
The ongoing dialogue between the U.S. and India, especially in light of this situation, reflects the complexities of international relations where human rights issues often intersect with diplomatic engagements. With Rubio’s upcoming visit, it remains to be seen how these concerns will be addressed and whether any concrete steps will be taken to ensure the protection of civil rights amid rising tensions in India.
